质量目标是组织依据其质量方针制定的在质量方面所追求的目的。质量管理体系能否满足质量目标要求是质量管理体系策划时应考虑的首要因素。质量管理体系是否具有实现规定质量目标的能力,也是评价质量管理体系有效性的重要标志。
