能源管理体系标准制定的核心思想

1、全过程控制思想:应用系统理论和过程方法,以低成本、无成本的管理措施,将组织的能源管理工作与法律法规、政策、标准及其他要求进行有机结合,针对组织用能全过程(能源采购、贮存以及使用等)和生产运营全过程(生产运营、管理运用和生活运营),对组织的能源因素进行识别、控制和管理,实现降低能源消耗、提高能源利用效率的目的。
