1、总要求：组织应树立并实施动力管理体系，以降低能耗、提高动力使用效率，动力管理体系应掩盖组织与动力管理有关内部进程和外包进程。 　　
1: General requirements, the organization shall establish and implement an energy management system, in order to reduce energy consumption, improve the efficiency of energy use, energy management system should cover the organization and energy management related to the internal process and the outsourcing process.
2、管理职责：包括管理承诺、动力方针、作用、职责和权限等方面的要求。

3、谋划：包括动力要素、法律法规及其他要求、动力管理基准及标杆、动力目的和目的、动力管理方案等方面的要求。
