第一条 为规范环境管理体系认证工作，保证认证质量，促进合理利用自然资源，节能降耗，减少污染物的产生和排放，保护环境，特制订本规定。
Article 1 in order to standardize the environmental management system certification, quality assurance certification, promote the rational use of natural resources, energy consumption, reduce the generation and emission of pollutants, protect environment, the regulations are hereby formulated.
第二条 凡在中华人民共和国境内开展与环境管理体系认证相关的活动，必须遵守本规定。
