20世纪60年代以来，人类赖以生存和发展的环境正发生着急剧的恶化，承受着前所未有的压力。环境问题已经成为威胁人类生存，制约经济发展的重要因素。为此，世界各国相继制定了一系列自成体系的环境保护的法规和标准，这些法规和标准在为各国的环境保护事业做出不同贡献的同时，也或多或少地形成了一些不必要的非关税贸易壁垒，或称“绿色贸易壁垒”。国际市场竞争的需要，国家环境政策的要求，社会公众的期望，保护人类共同家园——地球的迫切要求，不断呼唤着一个国际化、系统化、规范化的环境管理标准的诞生，正是在此背景下ISO 14000环境管理体系标准应运而生。据统计，世界各国已有超过6000家企业通过ISO 14000认证，其中我国国内企业120家。这说明，一个新的贸易关系可能正在形成，企业不通过ISO 14000认证，就会在国际贸易中受到影响。

　　截止到1998年2月，英国已有650家企业取得了ISO 14001认证证书。德国西门子、芬兰诺基亚、瑞士汽巴及嘉巴集团等都要求其供货方进行ISO 14001认证。
As of 1998 February, the British had 650 enterprises to obtain the ISO 14001 certificate. Germany Siemens, Nokia, Finland Ciba and Ka Ba group all require the supplier for ISO 14001 certification.

　　截止1998年2月，美国已有111家企业通过了ISO 14001认证。美国能源部要求其合约商必须全部通过ISO 14001认证，大的企业集团，如：福特、克莱勒、通用、施贵宝等都要求其在全球的生产厂商通过ISO 14001认证。
As of 1998 February, the United States 111 enterprises have passed the ISO 14001 certification. The United States Department of energy requirements of its contractors must all through the ISO 14001 certification, large enterprise groups, such as: Ford, GM, Bristol-Myers Squibb, clay, and so require its global manufacturers through the ISO 14001 certification.

　　截止1998年3月，日本已有862个组织通过了ISO 14001认证，其中53.1%是机械电器行业，其次是一般机构和化工业。松下电器总部已要求其所有海内外的子公司于1998年底前通过ISO 14001认证，从而适应新的市场竞争形式；欧姆龙公司于1996年取得ISO 14001认证，其全球28个子公司都于1998年之前取得认证；其他如三洋、索尼、佳能、夏普、东芝等大的集团公司都在积极实施环境管理体系认证。
As of 1998 March, Japan has 862 organizations through the ISO 14001 certification, 53.1% of which are electrical machinery industry, followed by the general mechanism and chemical industry. Panasonic electronics headquarters has asked all of its overseas subsidiary companies by the end of 1998 to 14001 through ISO certification, to adapt to new forms of market competition; OMRON company in 1996 made the ISO 14001 certification, its global 28 subsidiary in 1998 prior to obtain certification; others such as Sanyo, Sony, Canon, sharp, Toshiba and other large group companies are actively implementing the environmental management system certification.
