ISO/TS16949技术规范是国际汽车特别工作组（IATF）以及国际标准化组织质量管理和质量保证技术委员会（ISO/TC176），为适应汽车工业全球采购的需要，减少零部件及材料供货商为满足各国质量体系要求而多次认证的负担，减低采购成本，而在ISO9000质量管理体系标准的基础上，制定出的技术规范（Technical Specification），它的全名是“质量体系—汽车供货商质量管理体系要求”。
ISO / TS16949 technology standard is the international automotive task force ( IATF ) and the international organization for standardization of quality management and quality to assure technical committee ( ISO / TC176 ), in order to meet the automotive industry global procurement needs, reduce the parts and materials suppliers to meet the national quality system certification requirements for many times and the burden, reduce purchase cost, while in the the ISO9000 quality management system based on the standard, develop technical specification ( Technical Specification ), its full name is" quality system - automotive supplier quality management system requirements".
ISO/TS16949技术规范结合了各个国家汽车行业的质量管理要求：QS-9000（美国）、VDA6.1（德国）、EAQF94（法国）、AVSQ95（意大利）等。它规定了汽车供货商的质量体系要求，用于汽车相关产品零部件的设计/开发、生产、安装和服务，适用于全球汽车行业，目的在建立一个美国、欧洲及全球范围内都可以接受的单一质量管理体系标准和认证注册方案，避免供方执行多重质量体系标准和重复认证注册的困扰。 
ISO / TS16949 specification combines each national automotive industry quality management requirements: QS-9000 ( USA ), VDA6.1 ( Germany ), EAQF94 ( France), AVSQ95 ( Italy) etc.. It provides automotive supplier quality system requirements for automotive related products, parts of the design / development, production, installation and service, suitable for the global automotive industry, the purpose of the establishment of an American, European and global acceptable single quality management system standards and certification of registration scheme, avoid the implementation of multiple quality system standard and repetitive registration problems.

第一步：质量竞争力调查与评估 
The first step: investigation and evaluation of quality competitiveness
企业的顾客在哪里，质量竞争能力如何；这是贯彻ISO/TS16949依然要做的第一步，而且必须是正确地做。 
Enterprise customers where, quality competition ability; it is the implementation of ISO / TS16949 is the first step to be done, but must be correct to do.
在这一步的进程中，重点是要理解质量经营的概念与原理；并用SWOT分析法进行企业质量管理体系的评估。 
In this step of the process, is a key to understanding the quality management concepts and principles; and SWOT analysis method in enterprise quality management system assessment.
第二步：质量差距与原因 
The second step: the quality gap and reason
评估出顾客的需求与期望，比对企业实际的质量竞争力；得出企业的差距。要用因素分析法，指导企业查找差距的原因；并用相关的管理方法弥补一些暂时性的技术   差距。对管理、观念等软件方面的差距，实现一一对应提升改进。
