    实验室认可制度起源于1947年澳大利亚的检测实验室认可(NATA)和1966年英国校准实验室(BCS)的认可制度，同年国际经合组织(OECD)建立了化学实验室评审制度(GLP)。1972年和1992年在美国的倡议下先后成立国际实验室认可论坛(1LAC)(1996年转为国际实验室合作组织)和亚太实验室合作组织(APLAC)，其目的是协调贸易中的检验不一致，打破欧共体国家建立的技术壁垒。

    2002年7月4日中国实验室国家认可委员会(CNACL)与中国国家出入境检验检疫实验室认可委员会(CCIBLAC)合并为中国实验室国家认可委员会(CNAL)。

2004年6月30日合并后的中国实验室国家认可委员会(CNAL)与国际实验室认可合作组织(1LAC)中的45个机构签署了实验室认可的多边互认协议(MRA)，迈出了中国实验室检验／校准结果国际互认的关键一步。为我国在国际贸易中的质量出证以及建立合格的市场经济秩序奠定了统一、平等、公正和标准化的基础。

    至2006年1月31日止，国内有2431个实验室取得CNAL认可，大部分集中在沿海经济比较发达的地区和对实验室认可重要性认识充分的单位，我省仅有云南省产品质量监督检验中心、云南省疾病预防控制中心、昆明市环境监测中心等17个实验室取得认可。省外同行业获得实验室认可的有：北京自来水集团有限公司水质监测站、上海供水调度监测中心水质监测站、深圳水务集团有限公司水质监测站、成都市自来水总公司水质监测站、南京市自来水总公司水质检测中心等十四家单位。
