为贯彻落实国务院《关于促进光伏产业健康发展的若干意见》(国发〔2013〕24号)，加强光伏产品检测认证体系建设，规范光伏行业管理，促进光伏产业健康、可持续发展，国家认监委和国家能源局就加强光伏产品检测认证工作提出以下实施意见：

一、加强光伏产品检测认证工作是提高光伏产品质量，推动光伏产业技术进步，加快光伏产品更新换代和产业升级，保障用户及投资者利益的重要措施，国家通过完善光伏产品检测认证体系，严格执行检测认证制度和市场准入，为光伏产业发展创造良好的市场环境。
One, strengthen product testing and certification work is to improve the photovoltaic products quality, promote the photovoltaic industry technological progress, accelerate the photovoltaic product upgrading and industrial upgrading, an important measure to ensure the user and the interests of investors, the state through the improvement of product testing and certification system, certification system and market access detection is performed strictly, create a good market environment for photovoltaic industrial development.
二、光伏产品检测认证工作坚持“统筹管理、分步实施、统一规范、鼓励创新”原则。国家认监委会同国家能源局对光伏产品检测认证工作实行统筹规划和管理;根据光伏产业发展、产品特点及相应标准、技术规范的制定情况分步实施;实行统一的认证标准、技术规范和合格评定程序;根据市场需求，鼓励开展适应不同质量级别和应用环境的检测认证业务服务;推动光伏产品检测认证国际互认。

CNCA jointly with the National Energy Bureau of photovoltaic products testing and certification work to carry out overall planning and management; according to the development of photovoltaic industry, the product features and corresponding technical specification standards, development step by step; carry out technical specification, unified certification standards and conformity assessment procedures; according to market demand, to encourage the development of adaptation to different quality levels and application environmental testing and certification services; promote the photovoltaic products testing and certification of international mutual recognition.
三、现阶段光伏产品检测认证的产品范围，包括光伏电池组件、逆变器、控制设备、汇流设备、储能设备以及独立光伏系统等，根据市场需求和技术进步情况适时扩大检测认证产品范围。

四、从事光伏产品认证活动的认证机构应经国家认监委批准，并具备相应的技术能力和从业经历。从事光伏产品认证相关检测活动的实验室应当依法取得资质认定，并具备相应的技术能力。光伏产品检测、认证机构对其检测、认证结果负责。

五、国家认监委与国家能源局联合组建光伏产品检测认证技术委员会，协助管理部门确定光伏产品认证实施机构的技术能力要求、实施检测认证的光伏产品范围、认证依据的标准和技术规范，审议认证机构制定的认证实施规则，研究解决光伏产品应用和检测认证实施过程中出现的技术问题，并收集国、内外标准技术法规及合格评定有关信息，对光伏产品检测认证及采信工作提出建议。

六、国家支持检测认证机构能力建设，建立健全硅材料及硅片、光伏电池及组件、逆变器及控制设备等关键产品的检测认证平台，加强前沿领域检测认证技术和方法的研究，积极开展认证服务创新。支持有能力的检测认证机构和光伏企业主导或参与国家标准、行业标准、认证技术规范以及国际标准的制修订工作，提升我国检测认证机构和光伏企业的国际认可度和影响力。

Has the ability to support testing and certification organizations and photovoltaic enterprises lead or participate in national standards, industry standards, certification technical specification and international standards and revision work, promote our testing certification bodies and photovoltaic enterprise's international recognition and influence.
七、接入公共电网的光伏发电项目和享受各级政府补贴的非并网独立光伏发电项目，须采用经国家认监委批准的认证机构认证的光伏产品(简称获证产品)。建设单位进行设备采购招标时，应明确要求采用获证产品。国家能源局及各派出机构、地方能源主管部门在进行项目运行监管时，应对是否采用获证产品加强监督。国家组织的重大专项建设、新产品应用、在特殊地域应用或特殊用途应用的光伏产品，可根据需要提出特定认证要求。已通过并网检测的获证产品，电网企业应采用相应结果，不得要求重复检测。

八、认证委托人对认证机构的认证工作和认证决定有异议的，有权向做出决定的认证机构提出申诉要求复核。对认证机构的复核结果仍有异议的，可以向国家认监委申诉。

九、国家认监委负责对光伏产品检测认证活动开展定期或不定期的监督检查。国家能源局对光伏产品认证结果采信和获证产品在应用中的质量状况进行监督。国家认监委与国家能源局适时联合开展光伏产品认证专项监督检查。
