　　据了解，国家“十一五”规划提出了“保护和发展中医药，加强中医临床研究基地和中医医院建设”的战略任务，为着力解决中医药创新和发展问题， “十一五”期间国家启动实施了国家中医临床研究基地建设项目。2008年12月，国家发改委和国家中医药管理局共同确定了16家国家中医临床研究基地建设单位，明确了冠心病、中风病等14类疾病作为国家中医临床研究基地重点研究病种，从而正式拉开了中医临床研究基地建设的帷幕。基地建设项目成为新中国成立以来，在中医药领域中央财政投入最大、重视程度最高、行业内外关注度最高的基础性建设项目。

　　目前国家中医临床研究基地建设第一阶段任务顺利完成，初步搭建了平台、建立了机制、见到了成效，基本上实现了预期的建设目标要求。记者获悉，经过五年攻关，基地开展的部分临床研究课题已获得可喜成果，一些科研成果还受到国内外关注。比如，中医药综合降压方案社区应用使达标率从45%提高到75%；中西医辨证治疗慢阻肺可减少急性加重次数42%，缩短急性加重持续时间天数31%。
