提出建设“学习型、服务型、创新型”的马克思主义执政党，是我们党对“建设什么样的党、怎样建设党”的自觉认识和科学把握。认证机构也必须对“建设什么样的认证机构、怎样建设认证机构”有清晰的认识和把握。

随着社会的发展，中国的认证行业发生了很大的变化，出现了很多新的问题，迎来了很大新的挑战。如果认证机构的能力依然停滞不前，不能跟上时代的发展，不能创新性地解决实际问题，这样的认证机构势必会被淘汰。
