我国的质量体系认证机构认可规范性文件体系总体上由两个层次组成，第一层次是由国家技术监督局依据《产品质量法》发布的《质量体系认证机构认可管理办法》[技监局认函（1995）361号]，主要规定国家技术监督局和CNACR在质量体系认证机构认可工作的具体职能，以及质量体系认证机构认可的原则程序和获准认可后的基本权利义务，是我国质量体系认证机构国家认证机构国家认可制度的基础性管理规范文件。
