职业健康安全管理体系，是用系统论的理论和方法来解决依靠人的可靠性和安全技术可靠性所不能解决的生产事故和劳动疾病的问题，即从组织管理上来解决职业健康安全问题。

职业健康安全管理体系应包括总目标和要求，职业健康方针以及对危害健康安全因素的风险识别、评价与控制的策划，还包括体系运行的具体方式、方法及应急准备，运行情况的绩效监测，事故纠正、预防和记录，最后还应根据体系方针、目标等对体系运行情况进行定时评审。
Occupation health safety management system should include the overall objectives and requirements, occupation health policy and planning for the health and safety risk identification, evaluation and control of hazards, also includes specific methods, system operation and emergency preparedness, performance monitoring operation, accident prevention and correction, record, finally, should also be based on the system, policy target timing review of system operation.

我国于2001年发布了《职业健康安全管理体系——规范》GB/T28001-2001，该体系标准覆盖了OHSAS18001：1999《职业健康安全管理体系——规范》的所有技术内容，并考虑了国际上有关职业健康安全管理体系的现有文件的技术内容。
China published the "occupation health and safety management system -- GB/T28001-2001 standard" in 2001, the standard system covering all the technical contents of OHSAS18001:1999 "occupation health and safety management system -- Specification", and consider the technical content of the international occupation health and safety management system of an existing file.
