环境管理从20世纪70年代初开始形成，并逐步发展成为一门新兴学科。国内外学者对环境管理的概念与内涵认识日益深化。

Environmental management began to form in the early 1970s, and gradually developed into a new discipline. The concept and connotation of environmental management are increasingly understood by scholars at home and abroad.

“环境管理”概念1974年在墨西哥召开的“资源利用、环境与发展战略方针”专题研讨会上首次被正式提出，此次会议形成了三点共识：

In 1974, the concept of "environmental management" was formally put forward at the Symposium on "resource utilization, environment and development strategy" held in Mexico in 1974

①全人类的一切基本需要应当得到满足；

① All the basic needs of mankind should be met;

②要进行发展以满足基本需要，但不能超出生物圈的容许极限；

② Development should be carried out to meet basic needs, but not beyond the allowable limits of the biosphere;

③协调这两个目标的方法是环境管理。

③ The way to coordinate these two objectives is environmental management.
