《环境保护法》第四章对我国长期以来实行的行之有效的环境管理制度进行了总结，并作出了11条规定。
Chapter four of the environmental protection law summarizes the effective environmental management system that has been implemented in China for a long time, and makes 11 provisions.
目前我国环境管理的制度措施主要有八项，即：
At present, there are eight institutional measures of environmental management in China
（1）环境影响评价制度；
(1) Environmental impact assessment system;
（2）"三同时"制度；
(2) "Three Simultaneities" system;
（3）排污收费制度；
(3) Sewage charge system;
（4）环境保护目标责任制；
(4) Objective responsibility system of environmental protection;
（5）城市环境综合整治定量考核制度；
(5) The quantitative assessment system of urban environment comprehensive improvement;
（6）排污许可证制度；
(6) Emission permit system;
（7）污染集中控制制度；
(7) Centralized pollution control system;
（8）污染源限期治理制度。
(8) Pollution source control system within a time limit.
