　　环境问题引起世界各国的关注并由此而认识到，制定国际统一的环境管理标准在当今具有十分特殊的意义。一些发达国家和国际组织率先制定和推出环境管理的法规和标准，并在本国实施。1993年6月，国际标准化组织（ISO）经过充分的筹备，正式成立了ISO/TC207环境管理技术委员会并在短期内推出ISO14000环境管理标准，这是继ISO9000系列标准后推出的又一重要的国际通行的管理标准。其目的是规范全球企业及各种组织的活动、产品和服务的环境行为，节省资源、减少环境污染，改善环境质量，保证经济可持续发展。目前，ISO14000系列标准已被许多国家所采用，我国等同采用的GB/T24000-ISO14000环境管理系列标准已于1997年4月1日开始实施。
