工业产品生产许可证制度是为了保证直接关系公共安全、人体健康、生命财产安全的重要工业产品的质量安全，贯彻国家产业政策，促进社会主义市场经济健康、协调发展，国务院工业产品生产许可证主管部门对涉及人体健康的加工食品、危及人身财产安全的产品、关系金融安全和通信质量的产品、保障劳动安全的产品、影响生产安全和公共安全的产品，以及法律法规要求依照《管理条例》的规定实行生产许可证管理的其他产品的生产企业，进行实地核查和产品检验，确认其具备持续稳定生产合格产品的能力，并颁发生产许可证证书，允许其生产的一种行政许可制度。
Industrial products production license system is to ensure the quality and safety of important industrial products directly related to public security, human health and safety of life and property, carry out the state industrial policies, promoting the socialist market economy healthy and harmonious development of the State Council department in charge of production license of industrial products to involve the processing of food, the health of the human body endanger personal and property safety the relationship between financial security and communications products, quality products, to ensure the labour safety products, production safety and public safety products, as well as the laws and regulations in accordance with the provisions of the "Regulations" the requirements of the implementation of other products production license management of the production enterprises, to conduct a spot inspection and product testing, to confirm their ability of sustained and stable production of qualified products, and issue the production permit certificate, allowing an administrative license system for its production.
 

• 生产企业必须具备保证产品质量安全的基本条件，并按规定程序取得生产许可证，方可从事相关产品的生产活动；
• Production enterprises must have the basic conditions to ensure product quality and safety, and according to the rules of procedure to obtain the production license, be engaged in the related products production activities;
   
• 任何企业未取得生产许可证，不得生产实行生产许可证制度管理的产品；
   
• Any enterprise that has not obtained the production license, shall not produce the implementation of the production permit system management products;
   
• 取得生产许可证的企业，需要每年度向省、自治区、直辖市工业产品生产许可证主管部门提交企业自查报告。
   
• Enterprise that has obtained the production license, need every year to the Department in charge of production license of industrial products of provinces, municipalities directly under the central government of autonomous regions and submit corporate self-examination report.
