　　新闻速读 自2002年到去年，云南省各有关部门共发布、监管、审核7批200多家强制性清洁生产审核重点企业，推行清洁生产，极大促进了减污减排。

　　仅去年，全省环境监察系统共出动46000人次，检查污染防治设施18000（台）套，建设项目610个，限期治理项目300个。对全省装机容量为30万千瓦以上的10家火电厂进行检查，同时对280家国控企业以及120个省级工程减排项目进行现场督查。在环保专项行动中，对21家铅酸蓄电池企业停产整治；对九湖流域内的41家国控省控企业进行了现场监察，对流域内7家企业或建设项目进行了处理处罚。严把环境准入关，从严控制高能耗、高污染、资源消耗型的项目建设。去年1―9月，共审批建设项目环评文件259项，比上年同期的229项增加30项，审批建设项目竣工环保验收49项，对工业园区规划、水电开发规划、旅游总体规划等类12项规划环评进行审查。加强建设项目环保“三同时”和竣工环保验收管理，对4家存在“未批先建”、“批建不符”等环境违法行为的项目，进行严肃查处。

　　省工信委、省环保厅相关负责人表示，工业清洁生产是“十二五”污染物削减的重点之一，要从源头减少污染物新增量，进一步加大治理力度，继续加大工业污染防治力度，督促现有有色、化工、制糖、造纸和制胶等行业污染治理和环境监管。加大产业结构调整，遏制高耗能、高污染产业过快发展，严格控制污染物新增量。采取更为严格的控制措施，确保主要污染物总量控制目标完成。

　　去年底，环境保护部调研组对云南省企业强制性清洁生产审核情况进行调研。在对云南驰宏锌锗股份有限公司、云天化集团云南盐化股份有限公司、武钢集团昆明钢铁股份有限公司和嵩明皮革厂的强制性清洁生产审核情况进行了现场了解后，调研组肯定了云南省实施涉重企业强制性清洁生产审核所取得的成绩，希望云南省继续加大强制性清洁生产审核力度，积极引入国内外先进的清洁生产技术，切实把重点企业强制性清洁生产审核作为“十二五”的一项重要抓手来推进，并不断创新工作机制，争取更大的进步。
