1997年欧洲零售商农产品工作组(EUREP)在零售商的倡导下提出了“良好农业规范（Good Agricultural Practice，简称GAP）”，简称为EUREPGAP；2001年EUREP秘书处首次将EUREPGAP标准对外公开发布。

EUREPGAP标准主要针对初级农产品生产的种植业和养殖业，分别制定和执行各自的操作规范，鼓励减少农用化学品和药品的使用，关注动物福利、环境保护、工人的健康、安全和福利，保证初级农产品生产安全的一套规范体系。
