      进入21世纪以来，全球性的农产品质量安全问题日益凸现，农产品质量安全已经从局部问题上升到整体问题，从经济问题上升到社会问题，成为全人类共同关注的生存与发展主题。中国是一个有着十三亿人口的发展中国家，解决这一问题尤为重要和迫切。近年来，全国奶业发展的速度较快，牛奶总产量和牛奶消费每年都以20%以上的速度增长。但由于在奶牛场饲养管理、原料奶的生产贮存、奶牛场环境控制等方面缺乏有效质量管理和认证体系的保障，使得原料奶质量安全和奶牛养殖环境等方面存在诸多问题，与奶业发达国家差距较大。保证奶牛牧场始终为乳品工厂提供优质、合格的原料奶，是有效推行乳制品食品安全管理体系（HACCP）的关键。

      为进一步提高农产品安全控制、动植物疫病防治等方面的保证能力，优化我国农业生产组织形式，使我国农产品种养殖企业能够适应国际GAP认证活动，2004年下半年由国家认监委牵头组织全国农产品专家起草GAP国家标准。今年1月，国家认监委制定了《良好农业规范认证实施规则（试行）》，并指定了首批从事GAP认证的试点认证机构。

      在国家认监委的统一部署下，从2005年起中国奶业协会、中奶协（北京）认证中心参加了GAP国家标准奶牛牧场部分的起草工作。中国奶业协会成立了奶牛场GAP认证专家委员会，率先在全国开展奶牛场GAP认证和国家标准的推广、培训工作，为在我国早日开展奶牛牧场GAP认证工作奠定了坚实基础。
